Washington State had prohibited the sale of liquour in 1916, and in 1920 national Prohibition began with the ratification of the 18th Amendment to the United States Constitution and the passage of the Volstead Act. Prohibition was fully repealed on December 5, 1933 with the ratification of the 21st Amendment. But early in April of 1933, President Franklin D. Roosevelt had signed an amendment to the Volstead Act allowing the making and selling of 3.2 percent beer. So this hotel tap room, which does appear to be a going concern, must have been operating in that limbo period after the legalization of low-alcohol beer but before the full repeal of Prohibition.
