Thanks to Terri Middleton who adds: "The large area in the upper right corner of this photo is now a National Wildlife Refuge popular with birdwatchers during shorebird migrations. Although the area was indeed filled, the tides still soak into it twice a day. The Fish Base, unfortunately, was never a success. Although there is still a Port of Grays Harbor-owned dock and pier near Moon Island, all that's left of the Base is a maze of pilings."
