This is a Skagit MAC 6-60 speeder, built in Sedro Woolley, WA. by Skagit Iron and Steel Works. Speeders like this were used extensively by loggers and were made or converted into a variety of configurations. Speeders were typically used as a sort of railroad taxi, ferrying men, supplies, etc. from the headquarters area to outlying camps and back. Thanks to David Rygmyr for contributing information.
